MS Word Questions: Formatting Chinese Text and Automatic Section Breaks

My job involves formatting contracts and although between the five of us who work on this we can usually figure things out, we have run into two problems we can't seem to solve.

1. Some of our contracts are bilingual. We format these in a table to keep everything lined up and our standard for all text is fully justified. Usually not a problem except with Chinese text. When we send the contracts to a client and they send it back with changes, the Chinese text will usually justify properly. But if they don't change it, the text is NOT formatted correctly. We have to go in an manually add spaces to get it looking even halfway decent. We have compared every setting we can think of, saved it as different word formats and nothing we do can make the Chinese text line up the way it does when they send it back. What are we missing? How do we make Chinese text justify properly in Word?

2. We use page breaks all the time but usually avoid section breaks because we need our footers to be the same throughout the documents. We have come across a document however, where after ten pages no matter what we did, even if we didn't add any breaks at all, everything after page two Word was made automatically Section Two. Does anyone know why this would happen?

Thank you, that worked, the break was hiding under a table!

Anyone got any ideas about the Chinese?
