Do you want the extra zero before or after the 5-digit number?

Try creating custom format "000000"

=RIGHT(0&A1,6)

glues a leading 0 to the number in A1 if appropriate.

The LEN function can give you the length of a cell content. Wrap it in an IF statement or RIGHT function and you're almost done.
