I need to summarize by site and speciality the most frequent and the 2nd most frequent delay reasons, so therefore I will need 4 formulas.(ie also to pull out unique site and speciality combinations, see below).

Mode will only find the most frequent and works only with numbers.

It looks like LOOKUP is more suitable here than HLOOKUP.
Note that when there is a choice, this gives a different result in some cases than the HLOOKUP version.

The Pivot Table gets close to the desired output or format.
A Pivot Table can also be done with Cell Formulas but will run slower that way.
Pivot Tables can be handled in code.
You have changed the requested format in the other thread, dropping the column for the 2nd most common reason and possible adding it in a row:

There is another possible problem with using LOOKUP or HLOOKUP in the Cell Formula in Post $2 and #4 below.
The numbers should be in ascending order.

This will take some more work to solve with Cell Formulas or Code.

Note:
In MAX($C11:$I11)-COLUMN()+3,$C11:$I11,$C$10:$I$10
MAX($C11:$I11)-COLUMN()+3 refers to maximum minus zero, where(COLUMN()-3)=0

Did you figure out how to duplicate the Pivot Table in my first post?

FREQUENCY will work similar to COUNT or COUNTIF here, so there is no advantage.

I did not get LOOKUP to work, probably because of the requirement of the list to be ascending or descending order, but MATCH works instead.
To show that MATCH works regardless of data order, data in:
Row 25 has descending
Row 26 has ascending
To solve the problem of more than one Delay reason having the same COUNT, generate a unique RANK number.

Thank you for your suggestions! I decided to just have one column with the most frequent delay reason, as I am presenting a scorecard with everything on one page along with some other performance indicators so I wanted to avoid using a pivot table.
