2 cells with text formula

Hello All,

I am trying to create a text value formula as to where I have 5 drop down choices in one cell and 5 different drop down choices in another cell how do I format the third cell to give one of five possible choices.

Example:

Colum A Choices- Negligible, Minor, Major, Critical, Catastrophic
Column B Choices - Frequent, Probable, Occasional, Seldom, Remote
Colum C Choices- Negligible, Minor, Moderate, High, Extremely High

If Colum a= negligible and Colum b= occasional then the value in column c needs to be minor
If column a= Critical and column b = frequent then the value in column c needs to be High

Is this possible?

Unless I have misunderstood the requirement. I would be thinking something like this:
