Bar chart + secondary axis + reverse categories order

I have created a clustered bar chart with overlapping series (actual vs. budget) much like the chart described in Overlapped Bar Chart - Thinner Bars in Front - Peltier Tech Blog.
To do so, I have created a (hidden) secondary axis for one of the series. So far, so good.

Now, I would like the categories (Y-axis) to be in reversed order. Unfortunately, this will only reverse the series on the primary axis. How can I get the series of the secondary axis to reverse as well? Thanks in advance for your help!

1. The vertical axis in a bar chart is the X axis.

2. The chart probably only has a primary vertical X axis. Add a secondary vertical X axis, then reverse the order of categories on it.
