Can Excel help find best use of resources with two constraints?

Hello guys, I have the list below:

I'm trying to figure out the best way to utilize the max budget to get the best quality packs while satisfying the minimum number of packs required constraint? Can Excel help with something like this?

Name Manager, New Name. Yesterday =TODAY()-1. OK. Then, use =YESTERDAY in any cell. Tomorrow could be =TODAY()+1.
Seems that there are more than two constrains.

Why would anybody buy a 3-pack, instead of buying a 1-pack and a 2-pack?, or even worse, why would anybody buy a 4-pack VIP for $120, instead of four 2-packs for the same amount of money?

3-packs and 4-packs are more expensive, there is no reason to buy those in any quality.
