Can I turn off External Link auto updating of the “LINK” not the data?

I have workbooks on SharePoint. I link data from Book2 to Book1 such as:
Book1 cell A1 ='https://hawaii.mil/Tracker/[Book2.xlsm]Tracker'!A1

I understand the concept of not having Book1 open when and if Book2 is opened and moved because the Eternal Link will follow the move.

Here is my problem, I have a senior manager with Book1 open another manager opens Book2 and saves it to his desktop (for no good reason but it happens). Book1 follows the move to the desktop and updates the Eternal Links from the SharePoint location to the desktop even though the original SharePoint file still exist.

Can I lock the External Link locations in Book1 somehow?
I need the data to update as normal from this locked location.
