cannot change background color

I am working with a sheet that was made by someone else a long time ago. part of the sheet has a white background and part of the sheet is all gray. I cannot get the background color to change from gray. In the areas with white background, I can change the background color, but in the gray area, nothing happens.

Any ideas why the background color is fixed?

Check for any Conditional Formatting?
