Check if Ribbon tabs are visible on FileOpen

Hi - I've got a file that several people use across the country. My boss wants me to "lock it down as much as possible". I know that any file can eventually be broken into, but as of now, I'm using the Custom UI Editor to hide several things (IE: Developer tab, NameManager, etc).

I'm pretty certain that at some point, someone is going to figure out how to go into the UI Editor and change the settings, so....my question is:

In the 'Workbook_Open" event, is there a line of code that checks whether a Ribbon tab is visible / enabled?
