Combined overall odds

Anyone can help me to calculate the combined overall odds for lotto game.

The information is at last page of the pdf that could be downloaded at link below.

For draw game, pick 5 out of 38 balls. Total combinations is 501,942.

This is the probability for winning jackpot which is equivalent to reciprocal of 501,942.
My question is the games consist of draw game and instant game. For draw game, overall odds is 8.4 and 13.9 for instant game. Combined overall odds is 5.5. How to calculate the combined overall odds?

if the combined odds of a win are 5.5 (which I assume is decimalised odds), then 100/5.5 = 18.18% change of a win
adding the chance of landing the jackpot as above would be so neglibible as to have no impact on this value.

For each outcome:
draw game 100/8.4 = 11.90%
instant game 100/13.9 = 7.19%
