Comment or Cell description Locked and Unchangeable after Unprotecting

Hi all,
(Using Excel 2010)

This seems like it is way to simple to not figure out but I'm struggling so please forgive me.

I am editing a worksheet set up by a previous user, I have unlocked it and can change anything I want except when I click on a cell, a description comes up next to it, I don't think this is a normal kind of comment in excel as there is no red marker in the top right of the cells and I can not delete or interact with the box in anyway other than moving it around. I think this is some kind of cell description that has been entered but have no way of finding out how to change it despite trying every combination of associated words I can think of in google.

Please tell me how I can ideally change this box but if needs be just delete it. Or pointers in which direction I should continue my quest.

Ctrl+1 (the number one) will open the Format dialog for whatever is selected.
It sounds like some kind of code. Is the file macro enabled? Have you looked at any code?
