Conditional formatting with inequalities

I'm trying to create my conditional formatting based on values within ranges. Setting them equal to, above, or below is fine. How do I replicate this rule?

I can't seem to get the greater than/less than to work.

For example, I imagine that the formula would be something like this: =Or(BH9=< AS9, AS9<=BI9). But that doesn't apply any formatting when true. I can't figure out why.

This is accepted by the formula editor, but doesn't actually work:

I didn't type the formula with quotes, but Excel adds them when I click OK.
 

Excel Facts

Format cells as currency
Select range and press Ctrl+Shift+4 to format cells as currency. (Shift 4 is the $ sign).
How about
Excel Formula:
=MEDIAN(AS9,BH9,BI9)=AS9
