Converting German number format to US style

I have some users in Germany who have German regional setting on their PC's. As such the number format in Excel is German - the thousand seperator is a . and decimal seperator is a , (e.g 999.999,99 instead of 999,999.99)

Is there any way that this format can be converted to a standard US format without having to change the regional setting to US ??

Use the Data | Text to Columns... menu command. At Step 3 of 3 press the [Advanced...] button and set the Decimal separator to "," and the Thousands separater to ".".
