cross tab to flat file VBA

Keep getting close, just not quite yet. I have the following cross tab table that I would like to convert to a flat file. (pivot table ready)

The labels that begin w/ > will not contain data, but will be needed as metric labels for the data below each one. As long as I keep these headings out of the data I have multiple code scenarios that do work. These sub headings are throwing me a curve.
