Data Validation WITHOUT Restriction

I have created a data validation list so users can select from the drop down option; however I would also like for them to have the ability to type in the cell whatever they'd like (e.g. Not be forced to select a drop down entry). Is this possible, if so, how?

i am using excel 2010...thank you in advance for you help here.

Customize Quick Access Toolbar. From All Commands, add Speak Cells or Speak Cells on Enter to QAT. Select cells. Press Speak Cells.
On the DV Error Alert tab, clear the checkbox.
