Determining Top and Bottom 20% of Data

I have a 2 column data set with a large amount of rows (79,914). I know LARGE and SMALL are good to determine the top/bottom x amount, I was trying to see if there was a formula to determine the amount based on percentage and not numbers. Thanks!
