Is there any method to disable CellDragAndDrop during FillLeft and FillRight, i.e only allow FillDown?

Thanks
Emily

Workdays for a market open Mon, Wed, Friday?
Yes! Use "0101011" for the weekend argument in NETWORKDAYS.INTL or WORKDAY.INTL. The 7 digits start on Monday. 1 means it is a weekend.
No. It is "all or nothing" via Tools/options/Edit

You could, however, write a macro to do the FillDown. Record a macro (without using Filldown) and come back with any problems. We need details of how you want to use it.
