Enter Numeric Values only

Is there a way to limit what a user can enter into a cell. I need for them to only enter number. Even with comments and data validation input messages I still get users entering text.

Some people enter things like "100.5 hrs." instead of "100.5"

Return population for a City
If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
In addition to the Data Validation setting, I'd also include an Error Allert to let your users know what they did wrong and what should they enter instead. The Error Alert is in the same Data Validation pop-up, only in the 3rd tab.
