Exper Formula Help Needed

Hello,

I am using a table that contains these three columns. I want to be able to identify them as individual records (1,2,3...). Separate line items could have the same value for two columns, but one of these three columns values will be different (bottom row of example). I am going to be importing new data every day and would like to continue to ensure I am not creating new records when the records have not changed. Can this be done via Excel?

My mind went to two seperate spreadsheets using an Index and Match, but ran into formula issues since one spreadsheet will have the record id, and the other needs to be matched to using the below data to know if there is a pre existing record id or not. Please help!
