Filling in WeekNum for a year

I have a table setup that in column A has the Quarter of the year (i.e. 1st Qtr, 2nd Qtr), and in column C it has the month, and in column D it has the week (week 1, week 2). I have the weeks broken down based on date on another sheet, but what is the easiest way to get the weeks aligned by months (i.e Jan only has Weeks 1 through 4)? A pivot table is not an option unfortunately.

Would it be each month with the lowest and highest month?

Month Low High
January 1 4
February 5 8


Can you also post a sample of the input tables?
