How to avoid cell value to change

So basically, in my excel , the drop down list of a certial cell (B1) changes based on the value of the preceding cell (A1), it works correctly, however when I move to the next row, if A2 is not = B2, then B1 value automatically changes, because the drop down list changes. Is there a way to make cell A2 stop referencing once it is not a blank cell.

My Suggestion would be to create a macro that references that cell so you can just click a button and it only references it once. The only other option I can think of would take about the same amount of time and that's to copy Cell A2 and paste it back in the cell as a value.
