Index/Match values for multiple possible matches

I have a list of employees and their course assignments, a list of employees and their certifications, and a list of the required certifications for each course.

I am trying to run a single cell check on whether the person is appropriately certified for a assignment based on the range of options in the certification list, matched to the requirements list.

So the Flow goes employee>Assignment>search employee certifications >against course requirements>yes/no to match

The closest I've gotten is a vlookup searching against the path, but it only comes up with the top value matching due to limitations I believe.

Will try to work on a visual, but appreciate thoughts/advice!
 

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
countif() or countifs()
may do what you are after

so IF( Countifs() > 0 , "Yes","No"
the layout and example would help a lot , either posted as XL2BB add-in see menu/signature or a share using dropbox/onedrive/google docs

the sample data , not sure what I should be looking up and how ?
some of the notes are going to be difficult for excel to match
is that the only layout available

an explanation and perhaps some manual entered examples and why ? would help a lot here
