Locking a cell that uses data validation, based on the value of another cell.

I have a cell that uses a list for data validation. I also want that cell to be locked based an the value of another cell. Example below. Is that possible?

How can you automate Excel?
Press Alt+F11 from Windows Excel to open the Visual Basic for Applications (VBA) editor.
With some VBA you could achieve that. Code should go into the sheet change part:
VBA Code:
Private Sub Worksheet_Change(ByVal Target As Range)
   If Target.Address = "B2" Then .... etc.
End Sub
Note: if someone first sets B1 to No, then changes B2 and then sets B1 as Yes, there is no normal Excel function to fix that. You could use VBA to check/adjust it though.
