The TOP 1 item in a row Conditional Format seems broken to me

Cells a:d in all rows contain numeric values. Cells D thru a lot are data points that explain those numbers.
I highlighted the four cells and selected the conditional format option to highlight the top 1 item in green.
That worked.
I copied that format down all the other rows (260 or so) and instead of highlight one of four cells per row it highlighted the one cell in the entire block that the format was pasted to.

Any idea what I did wrong?

You actually only need one rule.

I was prepared to go there. I just really didn't want to. Thank you though. I appreciates your time that you took to help me out.

You need to use the NEW RULE option.
