Excel Facts

What do {} around a formula in the formula bar mean?
{Formula} means the formula was entered using Ctrl+Shift+Enter signifying an old-style array formula.
Why don't you try to unhide using VBA ? How about this...

VBA Code:
Sub UnhideAllRows()
Rows.EntireRow.Hidden = False
End Sub

I'm not sure if it still works in 365, but you used to be able to press F5, goto A1, then from the menu unhide rows.

It's odd that none of those worked for you. Perhaps one of these entered in the immediate window
sheets("4").rows(1).hidden = false

sheets("4").rows(1).height = 15

Hit enter key at the end of the line. Change sheet name to suit.

EDIT - guessed at the 2nd one but not right:
sheets("4").Rows(1).rowheight = 20
