VBA to equal two criteria, then insert last row and colour cell

Hi I'm trying to create a code to look up two different criteria in different column & cell and then if True, to insert last row and colour previous cell, as pic attached.
e.g. if Column A:A = "V & Cell (E2) = Column B:B, then insert last row and colour Cell in column B:B if = Cell (E2)
