always get Nov 11 from a date

*nov 11 and the curretn year

cell b1 (report_date) could be any day in November (currenlty 11/30/22)

in cell b2 I have "=WORKDAY(EOMONTH(report_date,-1)+1,-1)" ...which gives me Oct 31, 22 (this is a file from last year)

i'd cell L17 i have a holidays cell and rather than manually enter November 11, YYYY, i'd like it this to be automated using a formula using either cell b1 or b2 as a reference (whicever is posible/easier, etc...so when I run this year Nov, it would show Nov 11, 2023
