Automatically change the label colour in a bar chart?

I have a range of bar charts and the client has requested a white colour for the labels. That's all well and good until you get a 0% response and the label doesn't show up on the white background. Is there any way of formatting these labels automatically based on values or even better the chart length?

Or any alternatives would be greatly appreciated. I have tried to use black text, and suggested a grey, but the client is adamant on white text (and keeping the white background)
 

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
I believe the same two options came to my mind...discuss the issue with the client and 1) determine whether something other than a white colored font will satisfy the client, perhaps a medium gray, or 2) consider whether coloring the background plot area some other color, again perhaps light to medium gray, while keeping the white font would be acceptable. Both of those offer some hope that a "0" value will be visible.

What about cheating? Something like this. Thick, bold text, outlined in the same color as the chart bars.

Discussed both those options with the client and they are adamant they want white text and white backgrounds!
