how to make conditional formatting e.g. yellow shading based on only 3 top rank with score always 100

in conditional formatting.

Also you can use this formula at Conditional formating:
Excel Formula:
=AND($B2=100,RANK.EQ(B2,$B$2:$B$21,0)+COUNTIF($B$2:B2,B2)-1 <4)
