I have this CELL formula that returns the desired result.
Excel Formula:
IF(AND(E24="Enter ONLY m2",E20>0),"testing")
BUT how do I write a condition formatting rule (or rules) to fill E24 with a given fill colour
when
Excel Formula:
(E24="Enter ONLY m2",E20>0)
None of my ATTEMPTS so far have worked!!

Conditional Formatting Rules expect a boolean (True/False) input.
So there is no need to use an IF/THEN, just set up an equality, inequality, or use a function that returns a boolean value (like the "AND" and "OR" functions).

For example, all of these structures will return boolean values (where A and B represent individual values or expressions):
=A=B
=A>B
=AND(A,B)

=OR(A,B)

Excel Facts

Test for Multiple Conditions in IF?
Use AND(test, test, test, test) or OR(test, test, test, ...) as the logical_test argument of IF.
