Conditional formatting based on 2 cell

I have 2 separate drop down choices located at C2 and H2. Both drop down have the same choices. The function needs to allow the user to choose a main item and then an secondary item and then when "POV" is selected (from the drop down choices) in either of these drop downs, then contents of Cells C4 and C5 will appear (font color change magic).

My problem is I have the first choice working perfectly, but I can't seem to get the cell's formatting to register the second choice and make the format changes.

A senario for clarification: If the user choices "PLANE" for the first section and then "POV" for the section section and vice versa. The cells at C4/5 should change based on the POV status for either cells.

How can you turn a range sideways?
Copy the range. Select a blank cell. Right-click, Paste Special, then choose Transpose.
what formulas have you used for conditional formatting

if you select C4 & C5
Then use a formula
=OR($C$2 = "POV", $H$2 = "POV")
and change the Font colour , so the text appears

that will highlight any text if either cell has POV

OR if you want the 1st cell to change based on C2
and then the 2nd cell range to change based on H2

you would need 2 rules
=$C$2 = "POV"
1st rule applied to the 1st box range C4/C5

then
=$H$2 = "POV"
2nd rule 1st rule applied to the 1st box range C10/C11 - or what ever range that is

can you use XL2BB - see menu / my signature to post a spreadsheet
OR
use dropbox/onedrive google spreadsheet - to link to a share - I personally dont go to unknown shares

Unfortunately, I can't download anything to my work computer, which is what I am working on. But I have applied your suggestions and was able to get it to work perfectly!! Thank you so much for your time and knowledge!!
