Conditional formatting dynamic

I want to do a conditional formatting using cell reference.

in A1, i have a ratio
For cells A2-A5, if the numbers are above the ratio inA1,i want it to be in red.

Same goes for column B: cell B1 has a ratio and B2-B5 should be checked against that.

How can I copy conditional formatting? Just regular copying with contrl+alt+v and format doesn’t seem to be working.

Also even for A1, when I am choosing all the cells A2-A5 together and then setting the conditioning, there seems to be sth off : even if my ratio in A5 is higher than A1, it is not getting highlighted

I have always find the format painter to behave a little unpredictable, so I never use it.
However, you can apply the rule to all your ranges at once if you use absolute/relative referencing properly.

For example, if you select the range A2:B5, you can use the following Conditional Formatting formula, and it will make column A look at A1 and column B look at B1:
Excel Formula:
=A2>A$1

Note how we only locked down the row number ("$1). That means that every cell in your selected range will compare its value to the value in the first row in its own column.
