Conditional Formatting Not working

I have created a conditional format to apply a graded 3 color scale against the percentage of completion on 1 column with 34 cells. Accepting the standard values and colors for lowest, 50% and highest values, I would expect a 50% to be colored with yellow and 90% closer to medium to light green. I have one cell at 53% that is displaying orange and 2 cells in the 90% range displaying yellow. I have attempted changing the color values with no appreciable change.

Any ideas on how to get the 3-color scale to present correctly?

Excel Facts

Spell Check in Excel
Press F7 to start spell check in Excel. Be careful, by default, Excel does not check Capitalized Werds (whoops)
Change the midpoint from Percentile to percent.

Conditional Formatting configured based on previous guidance. New year tracking and the formatting fails to work as programmed. Any suggestions?

From what you have shown in your image it's working perfectly.

From your image it's the only value that isn't 0%, so it's the highest value & therefore green.
