conditional formatting rule applied not to the selected cell

I clicked at J7 and selected Conditional Formatting/Manage rules... It showed one rule but the rule was applied to $N5:$N$100. The rule had nothing to do with column J. Why did the rule show up at J7 (in fact J5:J100)? When I clicked on Find & Select/Conditional Formatting, nothing in column J was selected.

The cells in column N have the same rule. However, if I delete the conditional formatting rule in column J, the cells in column N will lose their rule.

Copy a format multiple times
Select a formatted range. Double-click the Format Painter (left side of Home tab). You can paste formatting multiple times. Esc to stop
Perhaps look in the formula of the CF rule, not just the applied range. I guess J7 is involved in the formula.

Note that when you click "Manage Rules", and it takes you into the Conditional Formatting Rules Manager. there is a drop box at the top that says:
"Show formatting rules for:" and you can select This Worksheet (which will show you ALL the rules on the sheet, or you can select Current Selection, which would only show you the rules on the Selected cells.
