Conditional Statement issue

I have a conditional statement, if the total of the category input column for a month equals the amount input into the total input cell then highlight green, if they don't equal then highlight red, I have four data sets, inputting three of the data sets yields the correct highlighting, one data set (Sept) does not come back with the correct highlighting. I am at a loss as to why three out of four sets would work, and one will not.
Any help/insight you can provide is appreciated.

Excel Facts

Format cells as currency
Select range and press Ctrl+Shift+4 to format cells as currency. (Shift 4 is the $ sign).
Which cells are the rules highlighting? Your example doesn't show any red highlighting, and based on your description they should all be red.

Show the actual rule that you are using.

First you showed two rules, where you should just be using one to apply to both cells. That's not causing your problem but will be headache if you ever have to make a change.

Second, you do not show the rule that makes the cell red. If both rules are TRUE then the red one may take precedence. You don't have to take a screenshot of the rule, just copy it and paste it into a post.

Also, how are the numbers calculated? If they are the result of multiplying by some other number, they could easily not match at the stored precision even if they do match to the penny. That is, B14 displays $0.22 but if it is the result of something like 10% of $2.23 then the actual number is $0.223, and the numbers don't match.
