Counting staff scheduled in every 30 minutes interval.

Hello, I am trying to count the number of employees scheduled/staffed in every 30 minutes interval. The data I want to count is formatted as 7:00 - 16:00, 8:00 - 17:00, 9:00 - 18:00, so on and so forth. Is there any way that you can help me with the right formula for this? The Time Interval is in Column A while the Count is supposed to be in Column B. The data set is referenced from another sheet. Thank you so much!
