Create Live Copy of Excel File

Hello
I have two sheets that I would like to merge into one.
Sheet 1 is updated by another user. I would like to create a live copy of this sheet so any updates to the original version will be updated in my copy every time I open the sheet.
Sheet 2 is managed by me.
Both sheets are sorted in numerical order by department number. I would like to merge both so sheet 2 is added into sheet 1 and sorted by department.
As mentioned, I would like sheet 1 to update automatically when merged together with sheet 2.
Any suggestions would be appreciated.
