Custom Formatting of Data Labels

I have a simple bar graph which shows monthly sales. I want to add data labels to show the month over month change (%) and custom format them so any percent greater than 0% is green text and less than 0% is red. When I leave the data label source as "Value" the custom formatting works. However, as soon as I change the source to "Value from Cells" the custom formatting goes away. When I try to reformat again it does not work. Am I able to use custom formatting when the data labels are linked to cells, in this case the month over month percent change? Thanks for the help!

Select the data and press Alt+F1 to insert a default chart. You can change the default chart to any chart type
Seems not to work indeed. I can only guess the format only works on chart values, I mean those who refer to any of the axes. The value from range is nothing more then an indirect label.
Might be a good suggestion on the uservoice.
