When I try to use Excel keyboard shortcuts, Windows 8.1 seems to use the shortcut keys to bring up Windows shortcuts instead.

How do I disable the Windows shortcuts to enable the use of the many Excel keyboard shortcuts I use (F3, F12, etc.)?

Excel Facts

Control Word Wrap
Press Alt+Enter to move to a new row in a cell. Lets you control where the words wrap.
It's a windows bios setting, not an excel setting. There should be a function button down by the [ALT] button. Pressing [fn] + [F3] should get the desired results.

If you are looking to not press the [fn] button, you might check within the advanced bios settings.

Thank you very much for your help. How would I change the BIOS setting to allow me to not press the Fn key in Excel?

It's not really an excel thing, so I would say this thread is solved.

Booting to the BIOS depends on your computer. Each manufacturer may have different ways to access it. I would do a Google Search for "HP Envy Laptop boot to BIOS" (or whatever brand/model computer you're using)
