Hi,

Thanks in advance for advice and help with a conditional formatting problem. I can't seem to find answers to what seems like it should be straightforward. The preset rules don't seem to address this, at least not for my platform and Excel version.

I would like to highlight the value in Column X, if the value in Column Y is equal to or lower than the value in Column Z. This is something easy and I'm just missing it right? :)

Thanks you

Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
Isn't this what you are asking? (It isn't a pre-set rule)
Conditional Formatting -> New rule ... -> Use a formula to determine which cells to format -> Format values where this formula is true

Solution
Thank you Peter, I can only get as far as "use a formula..." but don't see how to get to your next step. Is it because I'm using a Mac?
Using stock prices as an example, I would like the name to highlight when the current price is at or below the stop price.

Yes, but I don't have a Mac so I'm guessing a bit. Select X2 down to the bottom of your data in col X then invoke the conditional formatting dialog as you showed.
Put the formula I suggested in this box

then choose your option in 'Format with:' and click 'OK'
