Google Sheets - Chart that displays N/A as a value

Is it possible for N/A to appear above Jack J, Lynn, and Amanda? I'm looking for something so it doesn't appear that they would be at 0% because they didn't have any data. Thanks.

Is there a shortcut key for strikethrough?
Ctrl+S is used for Save. Ctrl+5 is used for Strikethrough. Why Ctrl+5? When you use hashmarks to count |||| is 4, strike through to mean 5.
Is 0% ever an actual value in the data set?

Then that rules out using a custom number format on that series. I think you'd have to plot another series that plots 0 for blank cells in the original values and NA() for everything else, then add data labels to both series, applying a custom number format of 0%;-0%;"N/A"; to the data labels for the second series so that 0 is formatted as N/A
