How is Excel meant to know which one or two subjects to upgrade?

How is Excel meant to know which one or two subjects to upgrade?

In the following table I want to upgrade the subjects which has lower grade as per given condition in the "C" column.

IF lower grade is A2 to then upgrade to A1,
IF lower grade is B1 to then upgrade to A2,
IF lower grade is B2 to then upgrade to B1,
IF lower grade is C1 to then upgrade to B2,
IF lower grade is C2 to then upgrade to C1,
IF lower grade is D to then upgrade to C2,
IF lower grade is E1 to then upgrade to D,
IF lower grade is E2 to then upgrade to E1.

Thank you for reply, In above table only that grade will upgrade which are low(i.e. MAM has Secured B1,B1,A2,A1. So he has secured B1,B1 in Eng and Math.
But SAM has secured D,A2,A2,C1 as per condition only one grade will be upgraded (i.e. D in Eng. subject)
Please solve my problem.

why is the C1 not upgraded ?
