How to create new tab/group/button on Excel 2021

I have tried changing customUi14.xml/customUI.xml. both does not work when I use excel 2021. But I do think it is possible as xl2bb can create custom ribbons. But I am not sure how it is possible.

I use a software for this released by Microsoft back in 2007. It is called Custom UI Editor for Microsoft Office.

However, the main site for the product says this:

Custom UI Editor

Adding a customised Ribbon to your Office files means inserting an XML component into the Open Office XML file format.
The steps to add this XML component is documented here.
The Custom UI Editor was a tool created by Microsoft for Office 2007 that would simplify adding the necessary XML component.
This editor could be used for all Ribbon Customisations stored in the Office Open XML Format.
This includes individual workbooks and documents as well as add-ins and templates.
The Custom UI Editor is now officially unsupported by Microsoft.

That being said, I still use the product and it works great for 2007, 2010, 2013, 2016, 2019, 2021, 2023, 365 and 2024. Or, at least, those are the ones I have tested it on.

Here is a link to a archive copy of the product and instructions on how to make it run on framework 4.

Honestly, I don't remember doing anything like that, though I do have all the previous version frameworks installed on my windows 11 machine. It says it supports framework 2.2, so if it doesn't load, try and download .NET Framework 3.5 from Microsoft (3.5 has 2.0-3.5 built in).
