How To Shift times in schedule

If i want to record another task that have a priority of 150
is there a way to make the tasks to reorder and shift times for me
- the first task already began in 29/6/2015 and has 37.5% progress ( i want to pause not delete) so the "PlannedEndDate" will change to add the duration of the task with 150 priority
- i wan the new task with 150 priority to come before that and takes the date of the record and shift the times of the schedule

I hope that i am clear enough and thank you in advance
