if statement for conditional format if cell is blank and another cell in the same line has today's date

Hi
I'm trying to write an if statement for conditional format for the following conditions
I want B2 to have an outline border around it if it is NOT blank and A2 has today's date.
If B2 is blank, then no outline no mater what is in A2
If A2 has today's date and B2 is empty, then no outline

CF B2, using formula:

Excel Formula:
=AND(B2<>"",A2=TODAY())
