Ignore hidden rows?

I have a question if it's possible,

Say we don't want to delete any rows, but we hide row 3 in the image. Is it possible to have a formula or VBA to ignore the hidden row and have the calculation continue at row 4?

As you are using lots of merged cells, which are one of XL's worst feature ( to be avoided at all costs), some complicated code might work...

I am sir, would it be better to use single rows & columns?
