Increment cell number between 2 worksheets

I have a workbook that consists of two sheets (DOE and Exp. work). In the Exp. work sheet, there is a formula in O7 that is merged from O7 to O10, and the same for O11, i.e., merged from O11 to O14. Generally, in column O, each of the four cells is merged. I want to obtain the result from the O cell in the M5, M6, and so on cells in the DOE sheet. How to use the INDERECT and ROW functions and increment the cell number by 4 when dragging down in the M cells of the DOE sheet.
