think of this senaario. A big boss wants to send a message to everyone on their desktop. To tell them a urgent meeting @ 11pm.

And also to add like tip of the day: Eat an apple a day.

Yes, It'll act like a noticeboard on all other users DESKTOP. Where the Big Boss send out the messages and edits the notice board. IS there such a program?

Many IT departments use the Alerter service (if it's a Microsoft network). For example, when they send out a global message saying that a server is going down.

I doubt they want to give such access though to the "Big Boss".

It all depends on the type of network you are running and the software being used. Most people work with an email client constantly running. That application may be another way to disseminate "instant messages".
