Need help reformatting data

I have some a large set of data that is organized in the format below. For action and problem, there are a varied number of each for each group of data. Typically anywhere between 1-6, which means the spacing between each group of data is different.

I would really like to put the data in a more linear format such as the way I organized it below, but I'm really unsure of how to do so. It's not something that would be feasible to do manually, as I have about 30,000 groups of data like this. If anyone has any suggestions, I'd be very grateful!

Excel Facts

Bring active cell back into view
Start at A1 and select to A9999 while writing a formula, you can't see A1 anymore. Press Ctrl+Backspace to bring active cell into view.
I think you will need to provide a larger sample of the initial data, and the result that you would like to see.

Looking further into what I need to do with this data, I think the most important thing would be to take all of the cells with data in the format of "city, state" and move all of those cells one column to the right. I've attached another screenshot with an example of the data.
