Need help with a formula to search for unique data points and calculate the cost differences

I have two tabs of data from different reporting months with ~1800 lines sorted in different ways. I am trying to find the same Project Numbers (column A) from each tab and calculate the difference in Next Year Forecast (column AJ - December 2022 tab) and Forecast (column AI - July 2023 tab). Screenshots below for reference:

How to find 2nd largest value in a column?
MAX finds the largest value. =LARGE(A:A,2) will find the second largest. =SMALL(A:A,3) will find the third smallest
